" The name of the program is no accident," said David

he spoke to the first class of the teen parents who are the spokespeople
for the program.
She is one of a group 9 young teen moms and a teen father, who recently
went through a week of special training to help them polish their
public speaking skills to prepare them to take their message to
other teens.
Here in Los Angles County 20,000 children are born to teen mothers.

A new study finds America's teenagers are as sexually
active as their contemporaries in other developed countries, but
at the same time, they are more likely to become teenage parents.
Researchers from the Alan Guttmacher Institute, a nonprofit organization,
studied sexual and reproductive patterns in teenagers from Great
Britain, Canada, France, Sweden and the United States.
They found that although the rate of sexual activity among U.S.
teens is similar to other developing countries, they don't use contraceptives
as often as teens in other Western countries.
The researchers suggest that limited access to healthcare and contraceptives,
along with less social acceptance of teenage sexuality within the
U.S., may be contributing reasons.

In an attempt to curb the rising tide of teen pregnancies
in our nation, the National Academy of Science appointed a panel
of physicians, social scientists, demographers and public health
"experts" to determine the cause and derive a solution
to this situation.
Mixed Messages Headlines across our nation have addressed the situation
as "the problem of teen pregnancy."
In some communities, school clinics have been authorized to dispense
contraceptives to teens in the hope that the birth rate among this
age group would drop.
In making their computations public, however, Planned Parenthood
-- the recipient of over $120 million tax dollars annually -- has
repeatedly (and very conveniently) failed to make note of one very
significant fact: 100 percent of unwed teens engaged in premarital
sex before getting pregnant.

In Washington State in 1995, girls 17 and younger giving
birth received late or no prenatal care almost 3 times more often
than women 20 years and older.
Infants born to teen mothers are one and a third times more likely
to be born prematurely, and 50 percent more likely to be low birthweight
babies (under 5.5 pounds).
From 1985 to 1990, public cost related to teenage childbearing totaled
$120.3 billion, which includes AFDC, Medicaid, and food stamps.
Some studies have identified a large proportion of teen pregnancies
fathered by adult men; other studies show an association between
childhood sexual victimization and earlier onset of voluntary sexual
activity and other health compromising attitudes and behaviors.

1. As a homework assignment, have students keep a journal
of their activities for one day.
Hold a class discussion about pregnancy and the health, social,
psychological, and financial implications.
It is crucial for pregnant women to visit their obstetrician regularly
throughout their pregnancy to ensure adequate prenatal care.
Not only might they detect time and financial restrictions, but
they might also recognize physical limitations that occur during
pregnancy that limit what activities they can do.
4. Next have students consider the implications of becoming a parent.
Fifty-one percent of teens believe that if they were involved in
a pregnancy they would marry the baby's mother or father; in reality,
81 percent of teenage births are to unmarried teens.

These initiatives should incorporate medically accurate
sexuality education and information in the schools and in the media,
improvements in funding for and access to family planning services,
and youth development programs to improve the life options of impoverished
teens.
An influential minority of individuals promotes unrealistic, abstinence-only
education and parental consent requirements for obtaining contraception
that deny American teens accurate information about and confidential
access to family planning services to prevent pregnancy.
When faced with an unintended pregnancy, many poor and low-income
teens are likely to view early childbearing as a positive, desirable
choice (Brindis, 1999), becoming pregnant with the misguided hope
of improving their lives (Gordon, 1996).

Their findings suggest that current proposals to provide
tax credits and exemptions for single mothers and to collect more
child support from absent fathers will have little effect on the
problem of delinquency among teenage boys.
"Both measures tacitly accept the father's absence from the
home and seek to ameliorate its consequences by increasing the income
available to mother and child.
Phillips and Comanor designed their study to account for the influence
of income, and found that in the case of boys, a minimum of $54,000
in additional family income is necessary to counter the harmful
effects of absent fathers.

Recently, for example, the Office of Population Affairs in the U.S.
Department of Health and Human Services announced a limited male
initiative, the Young Men/Family Planning Clinic Partnership Program.
Most of the descriptive information about male partners in this
guide comes from new data collected in the 1995 NSAM, which interviewed
1,729 males---a sample that is representative of males ages 15 to
19 living in households in the contiguous United States.
Our analyses are intended to provide a nationally representative
picture of the reproductive attitudes and behavior of teenage males.

? Nearly 4 in 10 teen pregnancies (excluding those ending in miscarriages)
are terminated by abortion.

Despite demographic shifts and current health indicators, few HIV/STD

October is "Let's Talk" month, also known as

Recent research indicates that young people value their parents'
opinions about tough issues like sex.
One study released in June 2000 by the National Campaign to Prevent
Teen Pregnancy showed that 37 percent of teens said they hadn't

Campaign For Our Children (CFOC) suggests a role-reversal and encourages
kids to initiate the discussion.

While these successes deserve praise, the job of welfare
reform will not be complete unless policymakers can stem the root
causes of poverty and dependency, the most significant of which
is, perhaps, unwed childbearing.
Only one in three teen moms finishes high school, and nearly four
out of five end up on public assistance.
The good news is, however, that teen pregnancy prevention programs
can and do work, and a growing body of research has begun to isolate
the most effective program models that policymakers should replicate.
Although the jury is still out on the effectiveness of abstinence-only
sex education programs, mounting research indicates that "abstinence-first"
programs can work well.
